The Job:
The appointee will be required to initiate, plan and execute approved portfolio of projects to agreed standards (Cost, Schedule, Quality), ready to operate as defined in each project’s Final Investment Decision while meeting NLNG’s Goal Zero HSE Objectives. Scope includes all activities to initiate the projects, progress through the various Decision Gates, obtain FID, execute, commission and close out the projects.

The Duties: The duties will include but are not limited to the following:

Adopt and apply standard project management tools and techniques, including supporting resources, to accurately scope, plan, cost, execute and control projects to meet approved objectives as in the FID. Contribute to the evolution of standardized work processes, tools, best practices, repeatable solutions and synergies between all projects in the portfolio and across the Projects Delivery group.

Participate in the process of identifying, screening, planning, prioritization and approval of the plant’s investment program, including capital allocation and all related governance accountabilities.

Apply the Opportunities Realization Process (ORP) as used in NLNG to govern all capital and other technical/commercial opportunities in the plant; Apply the ORP to implement a structured Project Delivery Assurance of own portfolio of projects.

The appointee will be required to deliver and maintain standard, consistent and realistic project plans reflecting the assessed risk parameters for NLNG Production Division Capex Projects to ensure effective project delivery within budget and schedule.

The Duties: The duties will include but are not limited to the following:

Provide project management support in the development of the portfolio project activities, logic, resources and progress of the integrated project schedule, leading to the creation of the overall Project portfolio baseline schedule and its subsequent maintenance.

Develop and maintain the overall Project Portfolio Plan at levels 1 to 4 required to develop and execute each approved project in their hierarchy relationship and update the planning and progress measurement and monitoring procedures so each element of the project performs the processes consistently.

Schedule control activities to monitor physical progress against key deliverables and track trends on schedule over-run and under-run and use such trend information to identify timely corrective actions to maintain schedule; prepare risk and sensitivity analysis on project schedule or critical path analysis for evaluation of impact on overall Project portfolio plan.

Provide monthly progress updates, forecast completions, together with the critical path and trend analysis to ensure timely and accurate information are available to the delivery groups.

Evaluate bid schedules and review contractor execution plan and develop the key milestone dates for critical projects for alignment with the overall integrated Project portfolio plan. The Duties:

Manage all aspects of the electrical protection system and protection scheme database, run electrical load flow and short circuit studies necessary for the safe and reliable operation of the electrical power generation, transmission and distribution system.

Drive the execution, on a daily basis, of all Statutory, Preventative and Corrective Maintenance activities for civil assets including structures and production equipment to ensure continuous LNG trains operation and loading of LNG, LPG, and Condensate

The Job:
The appointee will be required to:

Maintain and renew (as required) a portfolio of DCS, safety systems and 3rd party systems critical to plant operations across LNG value chain from Gas Suppliers’ tie-in at Gas Transmission Stations (GTS) up to Condensate/LNG/LPG Ships thereby sustaining gas supplies, Condensate/LNG/LPG production and loading operations.

Carry out safety critical technical integrity assurance role with respect to conceptual design, detail design, construction/installation, commissioning, start-up and “run-and-maintain” of safety systems.

The Duties:
The duties will include, but are not limited to the following:

Operate maintenance service contract and provide technical support on portfolio DCS, safety systems and of 3rd party systems including control system, Compressor Control System, Vibration Monitoring System, Ship Berthing and Mooring Systems, etc and ensure long term operability of all control systems under his care by planning system software upgrades and hardware rejuvenation timely with minimal impact to plant turn-around duration.

Maintain high availability, integrity and reliability targets of all systems and investigate reoccurring instrumentation problems (bad actors) to improve the overall reliability of the plant.

Improve continuously on performance of hardware by proposing (long term) strategies concerning either aspects of maintenance or aspects of obsolescence or when upgrading is otherwise beneficial to the company and identify the need for spare parts and periodic stock review concerning for all systems.

Operate maintenance framework to assure security of Systems on Process Control Domain and enhance systems’ integrity and provide technical input on systems tie-in, extension, design and integration of new projects e.g. pipelines (i.e. Gas Suppliers’ projects), tie-ins etc.

Operate budgets allocated to 3rd party systems and contribute to long term budget proposals and liaise with operations and peer engineering sections concerning issues of maintenance on any of the control systems.

Develop all necessary procedures and work instructions to carry out the work safely and efficiently in line with ISO standard.

Provide technical integrity assurance, make input to Trip Investigations, Root Cause Analysis (RCA) and be actively involved in troubleshooting and defect eliminations/corrections including advice on instrument spare parts availability and stock levels.

The appointee will be required to maintain and renew (as required) the DCS and Safety System (comprising of Fire &Gas Systems and Safeguarding Systems) and also support maintenance of portfolio of 3rd party systems critical to plant operations across LNG value chain from Gas Suppliers’ tie-in at Gas Transmission Stations (GTS) up to Condensate/LNG/LPG Ships thereby sustaining gas supplies, Condensate/LNG/LPG production and loading operations.

The Duties:
The duties will include, but are not limited to the following:

Provide support to Invensys Resident team on day-to-day maintenance of the Invensys DCS and Triconex PLC and work with the team to ensure long term operability of the systems by planning system software upgrades and hardware rejuvenation timely with minimal impact to plant turn-around duration.

Carry out all necessary safety critical functions as identified, assigned and defined in the bowties to ensure that the effectiveness of the control barriers and recovery measures are maintained.

Provide support for installation and maintenance of Server hardware software and network infrastructure in the Process Control Domain (PCD) and undertake routine preventative measures of PCD network infrastructures.

Perform maintenance and monitoring of PCD network security and work closely with IT focal on firewall/secured access for network connections between PCD and Office network. In addition, carry out requisite administration of user accounts, permissions and passwords and manage deployment of virus protection software(s) on Servers and systems in the PCD.

Identify the need for new spare parts and also carry out periodic stock review concerning portfolio of integrated control systems to enhance cost effectiveness and ensure business continuity. The Duties:

Develop, together with senior buyers and business areas, material demand forecasts, planning and budgeting to support planned activities for high / frequent consumption materials.

Coordinate the development and implementation of annual procurement plans for the different business areas, to ensure consistent standards and results are achieved in the planned sourcing and delivery of materials for key business activities.

Analyse procurement data & plans (category spend, productivity, strategic vendor relationship management etc.) regularly to review progress against baseline, and recommend corrective measures where necessary to ensure high implementation level for spend portfolios & categories.

Develop and implement strategies (e.g. buying house, purchase price and supply agreements, contract price agreements etc., as required) across all business areas for high volume spend areas, to ensure high percentage of planned optimal solutions are available to source & deliver required materials, based on use of leverage (e.g. aggregation, standardisation, consolidation etc.), risk assessment, cost drivers, market analysis, and value maximization (- including Nigerian Content) of category spend on a life cycle basis.

Monitor and provide assurance of compliance with the Deming (plan-do-check-review) work cycle by the procurement activity areas (i.e. planning, MR processing, expediting and price agreements), to ensure effectiveness of service delivery to internal customers.

Prepare, present and defend (where necessary) category submissions (strategy, enquiry and/or award) for materials within allocated business area to Company committees (e.g. Tender Committees) to obtain approvals in accordance with delegated financial authority for commitment processing.

Prepare, review, vet and/or issue enquiry and/or price agreement documents for transactions, incorporating general and specific controls applicable ( - including regulatory, HSE, technical, commercial, Nigerian Content and logistics requirements) to ensure timely delivery of fit-for purpose materials, within allocated categories.

Communicate and regularly interface with key internal & external stakeholders throughout the supply chain and advise on procurement embedded in activities (e.g. projects, contracts, agreements etc.), ensuring adequate information is available to stakeholders.

Prepare commercial negotiation strategies and commercial negotiations with vendors, resolving commercial disputes and claims arising from business transactions.

Develop and implement a HSE work plan including a self-audit safe working program for the main warehouse and materials yard operations.

Monitor replenishment of inventory materials against key controls and criteria, (- i.e. consumption pattern, inventory policy, future business requirements, storage and shelf life considerations etc.), to validate that each request meets basic standard for meeting demand without compromising value.

Prepare proposals including those for additional stock, stocking level variation, adjustments, write-ons/offs and other inventory related transactions, incorporating general and specific controls (- including HSE, technical, risk and commercial aspects) applicable to ensure availability of fit-for purpose materials, within allocated categories.

Establish technical evaluation requirements and participate in prequalification visits for high risk categories (suppliers/vendors) incorporating general and specific requirements applicable (- including regulatory, HSE, technical, Nigerian Content and financial requirements) to ensure competent vendors are enlisted in line with relevant company policies and procedures.

Coordinate the preparation of vendor prequalification inspection reports for submission to the Vendor Evaluation Team (VET) and Vendor Approval Committee (VAC) to enable effective vendor approval process for business relations with NLNG.

Coordinate the quarterly VAC secretariat activities; convene governance meetings, generate and collate agenda items and submissions, prepare minutes and follow up actions to ensure adequate coverage and execution of all agreed items to support NLNG business continuity through a robust vendor base.
